"After only 15 years of capitalism, a number of the new entrants already have a higher per capita GDP than Greece." Quote, A Bridge to Nowhere Newsweek, 10 May
in.gr:

Ena a8ro apo to BLOOMBERG.
Sygnwmh pou to para8etw autousio alla den ebrhka thn dieu8unsh ths istioselidas..
By Theophilos Argitis
June 4 (Bloomberg) -- Aris Vovos is betting 25 million euros
($30.5 million) on the 2004 Olympic Games in Athens.
The managing director of Babis Vovos International
Construction SA, Greece's biggest commercial real estate
developer, plans to build a 120-unit complex of vacation homes
near the ancient Greek sanctuary of Sounion -- a site mentioned
in Homer's Odyssey.
Like business owners all over the country, Vovos, 39,
expects Greece's moment in the international spotlight will spur
foreign investment and tourism. ``The Olympics are an emissary
promoting our natural beauty, culture and climate,'' says Vovos,
who plans to sell his company's vacation homes for as much as
900,000 euros each.
The stakes are higher for the government of Prime Minister
Costas Karamanlis, which needs a successful outcome to the
Olympics to keep the economy growing. Greece's economy grew 4.2
percent last year, according to the European Union, compared with
an average of less than 1 percent for the 12 nations that use the
euro.
As the Olympics' Aug. 13 opening day approaches, the country
is grappling with construction delays, security concerns and cost
overruns.
If anything went wrong with the games, says Georgios
Tsakiris, president of the Athens Hotel Association, the
consequences would be dire.
Hotel Investments
``It would be a shock because we've invested a lot of
money, we owe a lot of money and we are basing this on a good
outcome of the games, which we believe we will have,'' Tsakiris
says.
Athens hotels have invested 950 million euros since 2001 to
prepare for the games, he says.
The Greek government is spending a total of about 13.4
billion euros on Olympic projects and related transportation
improvements.
Those costs include 5.4 billion euros for Olympics-related
security and facilities, including arenas, interior roads and the
Olympic village -- about 800 million euros, or 17 percent, more
than originally budgeted, Karamanlis said in May.
In addition, the government is investing about 8 billion
euros in transportation improvements including a new Athens
airport, a suburban railway and a city metro system.
The International Institute for Management Development
lists Greece as the fourth-least-competitive economy among the 21
EU nations the institute ranks. Greece's foreign direct
investment grew more than 10-fold to 586 million euros in 2003
from 53.4 million euros the previous year. That's still less than
1 percent of gross domestic product.
Image Boost
``The immediate impact from the games on the bottom line
won't be substantial because of the investment costs,'' says
Costas Theodoropoulos, who manages 500 million euros of assets at
Allianz Dresdner Asset Management Hellas in Athens. ``But a
successful games can have a large impact on the country's image,
and that will be good for the economy.''
Greece is racing to complete all of its security
preparations, construction and landscaping. On May 12, the
International Olympic Committee's top inspector, Denis Oswald,
said in a news conference that Greece would be ready to host the
games in August.
At the same meeting, Gianna Angelopoulos-Daskalaki,
president of the Athens Organizing Committee, said 60 percent of
the 39 Olympic venues were still incomplete. No single project
was less than 85 percent complete.
Terrorism Concerns
Terrorism concerns persist. While Greece is spending a
record 1 billion euros on security, IOC President Jacques Rogge
faulted the government for taking too long to award the contract
to build a command-and-control network linking security forces
and venues. Greece is still training its police and military on
the system.
For economists, a bigger concern is Greece's growing debt.
The Greek budget deficit may exceed the EU's ceiling of 3 percent
of gross domestic product for a second year in 2004, Economy
Minister George Alogoskoufis said last month.
Platon Monokroussos, chief economist at EFG Eurobank
Ergasias SA, Greece's No. 3 lender, says the government may cut
spending after the games.
``A more austere fiscal policy is obviously negative for
Greece's growth outlook,'' Monokroussos says. ``There will be
long-term benefits from the Olympics, but whether they are worth
the price paid is up for debate.''
Greece has increased borrowing to fund its Olympics-related
projects. The government sold a record 33.6 billion euros of
bonds last year.
Generating Jobs
About half of the 2.14 billion-euro expense for the Athens
airport was covered by loans from the European Investment Bank
and commercial banks. The EIB also helped finance the 2.15-
billion-euro metro system in Athens.
Greece's economy has already benefited from the Olympics as
construction and other projects generated jobs. The unemployment
rate fell to an average of 9.3 percent in 2003, the first time in
six years it slipped below 10 percent.
In April, the EU projected that Greece's jobless rate would
fall to a 12-year low of 8.4 percent in 2004 and 8 percent in
2005.
Tourism hasn't yet gotten its expected boost from the
Olympics buildup. Greece was the world's No. 10 tourist
destination in 2002, according to the World Tourism Organization.
Receipts from foreign visitors fell to a four-year low of
9.5 billion euros in 2003, about 6.3 percent of gross domestic
product, according to government figures, as Greece lost visitors
to cheaper destinations such as Turkey. In 2000, tourism
accounted for 8.3 percent of Greece's GDP.
`Below Expectations'
Concerns over Greece's readiness to host the Olympics have
hurt the tourism industry. ``Our numbers are currently down below
expectations and will probably end up being below the numbers we
took to Barcelona and Sydney,'' says David Gambier, director of
group travel operations for Sportsworld, a U.K.-based tour
operator.
In Athens, hotel stays fell by about 5 percent in the first
three months of 2004, says Tsakiris of the hotel association.
``We are very below what one would expect in an Olympic year,''
he says.
Hosting an Olympics can help promote a country and open new
markets for its industries.
The 2000 Sydney games, which cost an estimated A$6 billion
($4.15 billion), generated free publicity valued at A$6.1 billion
for Australia, according to a report from PricewaterhouseCoopers
LLP.
Olympic Boost
Australian businesses involved in the 2000 games won about
A$2 billion worth of sports-related contracts within 15 months of
the games' conclusion, the report says.
Greek companies may get a similar boost from their Olympic
contracts. Terna SA, a Greek construction company building
Athens's 24-kilometer (14.9-mile) streetcar line jointly with
Italy's Impregilo SpA, plans to bid on similar transit contracts
in the Middle East and southeastern Europe, says George
Peristeris, the company's chairman. ``Having executed this kind
of specialized work gives us a clear competitive advantage,'' he
says.
For a country, hosting the Olympics can also speed up the
funding of projects that have languished, says Holger Preuss, a
professor of sports economics at Johannes Gutenberg-University
Mainz in Germany. ``Once a bidding city wins the Olympics,
suddenly decisions become easier to make and money becomes easier
to find,'' Preuss says.
Metro System
Greece had mulled building an Athens metro system and a new
city airport for decades. Winning the right to host the games
sped up the timetable for both projects. The new airport and the
main arteries of the metro system are complete.
Greece's investment budget, which includes construction of
highways and rail networks, grew 22 percent last year to a record
8.5 billion euros.
The improved infrastructure led Delft, Netherlands-based
Ikea, the world's biggest home furnishings retailer, to build its
first store in Athens, along the suburban highway that leads to
the new airport, 33 kilometers from the city center.
Other foreign investors may follow, attracted by faster
commuting times and cheaper real estate farther from the city,
says Stratos Papademetriou, former president of Greece's foreign
investment agency and a professor of transportation at the
University of Piraeus.
``This may be the most lasting legacy of the Olympics for
the country,'' he says.
